Packet Tracer Tutorial: Explanation and Commands
This packet tracer lets us troubleshoot routing issues, below are the ways to fix it. It's simple, for the most part, just cross-check with the addressing table.

R2 > enable
R2 # configure t
R2 (configure)# no ip route 172.31.1.0 255.255.255.128 172.31.1.198
R2 (configure)# ip route 172.31.1.0 255.255.255.128 172.31.1.194
R2 (configure)# no ip route 172.31.1.128 255.255.255.192 172.31.1.194
R2 (configure)# ip route 172.31.1.128 255.255.255.192 172.31.1.198
R2 (configure)# end

R3 > enable
R3 # configure t
R3 (configure)# ip route 172.31.1.0 255.255.255.128 s0/0/1
